Performance Pledge 2024

The Commissioner for Labour monitors the effectiveness of performance pledges and publish our achievements annually.

A Customer Liaison Group (CLG) has been formed to collect feedback from users of the department's pledged services. A new group is formed every two years. The CLG is chaired by the Deputy Commissioner for Labour (Labour Administration) with members coming from users of various pledged services. In 2023, members of the CLG expressed satisfaction with our standard of service, and gave valuable advice and suggestions for improvement.

We welcome comments or suggestions on the way in which our services are delivered. There may be occasions when, despite our best efforts, we are unable to meet the pledged standards. In such cases, you have a right to a full explanation. If you wish to make suggestions, seek explanation or file a complaint, you are welcome to:

  • put up your suggestion or complaint in person to the Office Manager on the spot; or
  • contact the Customer Service Manager of the service concerned by telephone or in writing.

Employment Services Division
provides a wide range of free and professional employment services to job seekers and employers through its network of Job Centres, Industry-based Recruitment Centres and the Interactive Employment Service website (www.jobs.gov.hk).

Selective Placement Division
provides free recruitment/job referral service for employers and job seekers with disabilities. It provides employment services to job seekers with visual impairment, hearing impairment, physical impairment, chronic illness, autism spectrum disorder, intellectual disability, ex-mental illness, specific learning difficulties as well as attention deficit/hyperactivity disorder.

Youth Employment Start
provides one-stop advisory and support services on employment and self-employment to youngsters aged between 15 and 29 through the provision of career assessment, career guidance, value-added training and self-employment support.

Youth Employment and Training Programme
provides a comprehensive platform of job search with one-stop and diversified pre-employment and on-the-job training for young school leavers aged 15 to 24 with educational attainment at sub-degree level or below. This programme enables young people to better understand themselves and their work aptitudes while enriching their job skills and experience so as to enhance employability.

Employment Agencies Administration
regulates the operation of employment agencies, administers the related licensing and carries out frequent inspections to the agencies to ensure that they are operating within the limits of the law.

LABOUR RELATIONS
Labour Relations Division
advises employers and employees on all aspects of labour relations, provides conciliation of labour disputes in the non-governmental sector and administers the Employment Ordinance.

Workplace Consultation Promotion Division
strengthens the promotion of effective labour-management communication, consultation and voluntary negotiation. It provides information and guidance to employers and employees through various promotional activities.

Minor Employment Claims Adjudication Board
adjudicates minor employment claims in a speedy, informal and inexpensive manner. It handles employment claims involving not more than 10 claimants for a sum of money not exceeding $15,000 per claimant.

Employees' Compensation Division
provides assistance to employees who suffer injury arising out of and in the course of employment to obtain compensation under the Employees' Compensation Ordinance.

administers the Contracts for Employment Outside Hong Kong Ordinance through attestation of contracts.

Wage Security Division
processes and verifies applications to the Protection of Wages on Insolvency Fund, and provides administrative support to the Protection of Wages on Insolvency Fund Board.

Supplementary Labour Division
acts as the application office of the Enhanced Supplementary Labour Scheme (ESLS). It processes employers' applications for importation of workers under the ESLS, provides employment services to local job seekers to ensure their priority in filling registered vacancies under the ESLS, enforces the terms and conditions of the ESLS through complaint investigation and publicises the rights and obligations of imported workers and their employers.

Labour Inspection Division
enforces legislation governing terms and conditions of employment by inspection of the workplaces and accommodation of imported workers.

SAFETY AND HEALTH AT WORK
Occupational Safety Service
promotes the safety and health of those working in factories, building and engineering construction sites, catering and cargo handling establishments and other workplaces. It conducts inspections, investigations and safety audits, organises safety training and promotional programmes.

Occupational Health Service
seeks to protect the health of employees at work. It sets occupational health standards, monitors occupational hygiene practice in the workplaces and enforces relevant legislation. It also provides clinical consultation for employees with work-related illness, investigates occupational diseases, arranges medical assessments for injured employees, as well as organises occupational health education and promotion programmes.
