The Labour Department strives to enhance the well-being of Hong Kong’s workforce and to promote the safety and health of those at work.
Employment is vital to people’s livelihood and strength of the economy. The Labour Department provides a comprehensive range of free employment services to help job seekers find suitable jobs and employers recruit workers. We implement various employment programmes targeting job seekers with special needs, including persons with disabilities, elderly and middle-aged people, young people and ethnic minorities. We have also launched the Greater Bay Area Youth Employment Scheme to encourage and support recent university graduates to work and pursue their career in the Guangdong-Hong Kong-Macao Greater Bay Area.
Apart from promoting employment, the Labour Department attaches great importance to safeguarding employees’ statutory employment rights and benefits. We conduct inspections of workplaces and other premises, and investigate complaints relating to the employment of local employees as well as imported workers under the Supplementary Labour Scheme. To foster harmonious employer-employee relations, we provide voluntary conciliation service to resolve labour disputes and claims, and launch publicity activities to enhance the public understanding of labour laws and encourage good human resource management practices. On foreign domestic helpers (FDH) and their employers, we provide support and assistance in collaboration with Consulates-General, FDH groups, employer groups and employment agency associations, and ensure employment agencies’ compliance with relevant requirements through licensing, inspection, complaint investigation and prosecution.
The Labour Department is also committed to reviewing labour policies from time to time to improve the rights and benefits of employees in the light of socio-economic development, taking into account the needs and interests of both employees and employers. After the Legislative Council passed the bill for abolishing the offsetting arrangement under the Mandatory Provident Fund System in June 2022, we are pressing ahead with the supporting measures for abolishing the offsetting arrangement in tandem with the full operation of the eMPF Platform being developed by the Mandatory Provident Fund Schemes Authority in 2025.
Another key responsibility of the Labour Department is to safeguard occupational safety and health (OSH). We endeavour to reduce the risks to employees’ OSH by adopting a three-pronged approach, including inspection and enforcement, education and training, as well as publicity and promotion. With the concerted efforts of employers, employees, safety practitioners and the government, the overall OSH performance of Hong Kong has been improving over the years. However, the OSH performance of individual industries, including the construction industry, continues to call for our attention. We are particularly concerned about work activities that carry higher potential OSH risks, including work at height, lifting work and work under heat stress. The Labour Department will continue to keep close tabs on the OSH condition of all industries, and in accordance with the risk-based principle, formulate and adjust our strategies and initiatives in a timely manner in order to deter unsafe practices and strengthen protection for employees.
