Briefing for Imported Workers under the Enhanced Supplementary Labour Scheme

As stipulated in clause 11 of the Standard Employment Contract (SEC) prescribed under the Enhanced Supplementary Labour Scheme (ESLS), employers are required to grant paid leave to each imported worker (including new recruits and those with employment contracts renewed) for attending a briefing, on the basis of each SEC signed, organised by the Labour Department within 8 weeks upon their arrival in Hong Kong.

The employers should arrange the relevant imported workers to attend a briefing by returning the completed Enrolment Form for Briefing with Appendix (Acknowledgement List of Employment Contract)(PDF) to us by fax at 3427 8132. 

The briefing is solely for imported workers under ESLS. For details of briefing for imported care workers under the “Special Scheme to Import Care Workers for Residential Care Homes”, please click [here].

Please note that enrolment is on a first-come-first-served basis due to limited quota. In case of over-subscription, Labour Department will notify the employer(s) concerned by fax.  To comply with the briefing requirement, the employer(s) must re‑submit the enrolment form(s) to arrange for the affected imported worker(s) to attend another briefing.

Please note that the Labour Department will issue a written notice to employers failing to comply with the briefing requirement and refuse their ESLS applications within one year from the issue date of the written notice.

If a Pre-No.8 Special Announcement is issued, or Tropical Cyclone Warning Signal No. 8 or above / Black Rainstorm Warning Signal / "Extreme Conditions" after super typhoon is hoisted / still in force at 8 am, all briefings on that day will be cancelled.
