General Introduction
The Labour Administration Branch is responsible for the formulation and implementation of policies and strategies in respect of labour relations, employment services, employees' rights and benefits and the strategic planning of employment-related issues.
Organisational Structure
Headed by the Deputy Commissioner for
Labour (Labour Administration) and underpinned by five Assistant
Commissioners for Labour, namely Assistant Commissioner (Development), Assistant Commissioner (Employees'

Scope of Responsibilities :
- Assisting in the formulation, implementation and review of policies and strategies in respect of the Statutory Minimum Wage and the Supplementary Labour Scheme.
- Overseeing the work of the Statutory Minimum Wage Division, the International Liaison Division and the Supplementary Labour Division.
- Monitoring and coordinating central support services for matters relating to the Labour Advisory Board, the International Labour Organisation and side agreements on labour issues involved in free trade agreements of Hong Kong.

Scope of Responsibilities:
- Assisting in the formulation, implementation and review of policies and strategies in respect of employees’ compensation ("EC"), labour inspection, investigation of wage and other offences, prosecutions and protection of wages on insolvency.
- Reviewing and handling legislation on EC-related schemes and boards, protection of wages on insolvency, and employment of children and young persons.
- Overseeing the work of the Employees' Compensation Division, the Labour Inspection Division, the Employment Claims Investigation Division, the Prosecutions Division and the Wage Security Division.

Scope of Responsibilities :
- Assisting in the formulation, implementation and review of policies and strategies in respect of the employment of foreign domestic helpers, regulation of employment agencies and the Reimbursement of Maternity Leave Pay Scheme.
- Taking forward the abolition of the “offsetting” arrangement under the Mandatory Provident Fund System.
- Overseeing the policies on the Working Holiday Schemes, General Holidays Ordinance and age discrimination in employment.
- Coordinating policy issues, including coordinating inputs for Policy Addresses, LegCo Panel on Manpower matters and liaising with District Councils, etc.

The Occupational Safety and Health Branch is responsible for the promotion and regulation of safety and health at work.

- Formulating policy relating to the prevention and control of health hazards at work;
- Overseeing the planning and organisation of occupational health promotion and educational activities;
- Providing information and advisory services on occupational health issues;
- Advising on medical issues relating to the formulation of employees’ compensation policy; and
- Launching and administering a 3-year pilot rehabilitation programme for employees injured at work and assisting in the formulation of policy on provision of rehabilitation services for injured workers in Hong Kong.
